Both clubs are accused by Fifa of violations of transfer regulations.
The Angers club will be banned from transfers during the next transfer window, just like Paris FC (Ligue 2), after violations of transfer regulations, FIFA announced on Friday. In two separate but identical press releases, the two clubs expressed their “dismay at this unfounded, unexpected and disproportionate decision” and announced their intention to file appeals.
“There is not the slightest proof,” assured theAFP Philippe Caillot, Deputy Chairman of Angers. “No club would take the risk of doing something like that for such ridiculous amounts,” he also argued. “This has an impact on the image of the clubs, we did not need that”, added Mr. Caillot, while the president of Angers, Saïd Chabane, is accused of sexual assault by former employees of the club.
For Angers, it is another hard blow, when the club is looking for the successor of Stéphane Moulin, the emblematic coach who has accompanied the team’s rise and installation in L1 for 10 years. Angers and Paris FC, which also receive a fine of 30,000 Swiss francs, are the first to be sanctioned since the entry into force last year of new provisions on relay transfers, a practice intended to circumvent certain obligations of clubs buyers vis-à-vis sellers, explains Fifa.

In early July 2020, the PFC registered the first professional contract for Kevin Bemanga, who had previously played at the amateur level in France and Spain. But from August 18, the young man was transferred to Angers. After investigation, the disciplinary commission of Fifa “ruled that the transfer of the player to Paris FC had not been carried out with the aim of making the player participate in organized football but with a view to circumventing the rules concerning the compensation of training ”, explained Fifa.
“The transfer of Kevin Bemanga in August 2020 was carried out in strict compliance with national and international regulations in force,” assured the two clubs, who will seize the Fifa appeals committee and study all possible appeals. Never used in Angers, Bemanga, a 23-year-old striker, is currently on loan to the Swiss first division club Sion, where he plays with the reserve.
